Can I get into a top university as a home schooler who doesn't have a?

Yes but its harder. The top British schools look for A-levels, and the top American schools know exactly how to interpret them as well. At my institution, MIT, you enter your A-levels into the spot on the applications form that says (paraphrasing) Put your A-levels here, if you have them That being said, it can be harder for home-schooled applicants to demonstrate some of the qualities that the top American schools are looking for, which will vary from institution to institution, but many value team-working, initiative, resilience, making an impact on your community, and many others. It is not impossible to demonstrate these, but it is harder. You also do not get the boost from teacher recommendations that non-homeschooled students might get. If a teacher writes that they have been teaching for 20 years, and Susan is the finest student that they have ever taught, then that can really help Susan. That being said, I know a number of homeschooled students who have gotten into top universities.
