yes, you have to apply for transcripts from your university. For Canadian PR, you need to do your Education Credential Assessment. You can get an ECA at any of the designated organizations. CIC only accept assessments from these organizations. If you are doing your assessment from WES, you should send your mark lists and certificates (only copies-not originals) by your self apart from the transcripts which will be sent directly to WES by your university in a sealed and signed envelop. The first step is to create an account with one of this organization. After paying the fee, you will get a reference number which you should use across all the communications. Hope this helps!
