Yes, But I Think 1 out of in 1000 Applications..Because if universities/Institute Officer find that broken seal they directly refuse that application supporting transcripts. But anyhow if official gets an calls during checking of your transcripts may be after coming back on his/her work he/she may PASS/ACCEPT your Transcripts.
