You can still get your transcript. Under the Family Education Rights and Privacy Act (FERPA) a college cannot withhold transcripts just because you owe them money. They dont have to CERTIFY the record, but they DO have to give it to you. There just wont be an official Registrars stamp on the copy, therefore it wont be an official copy. The new school you attend may accept an unofficial transcript. If not, there are only three ways to assure getting an official copy. Pay the bill, is the first one. If you cant afford that, negotiate with the Registrar to arrive at a reasonable written payment plan and the Registrar may be willing to release the transcripts. The third is to file bankruptcy. You cannot bankrupt a student loan, for the most part, but fees owed to the school are a debt and can be discharged in bankruptcy.
