Why they wont give transcript, if you have completed your education, get your all year mark sheet and mention your details in written application and submit it in person to transcript department of particular university which is denying. then they may recheck the data and may grant you transcript. it may have happen that you have mentioned wrong seat number or registration number in application by mistake.
