Hey, Hope you are doing well I don't know much about BITS MESRA. But I can tell you about WES. You need to make a WES account (WES USA or Canada). Than fill in your details related to personal and education credentials. Put you required educational degree to be accessed and do the payment now there they will generate a WES Reference number. Now Ask your University to send your required transcripts (Sealed) to WES provided address and tell them to put WES number on outer envelope. After receipt of transcripts WES will take about one month to review your document and provided you a detailed result . Hope this will be helpful.
