I turned in my books late which could delay my senior year HS?

New students have to finalize their enrollment by submitting all the required documents. The college will want to see the proof that you actually graduated from high school. I know that times are pretty crazy now, and a normal order of things got disrupted, and colleges and students have to deal with it. Colleges make all sorts of changes and accommodations to try to make it work, but I dont think they will go as far as to let students to start their classes without finalizing the formal enrollment. College will not let you register for classes until you complete the enrollment, and you need to make sure that they wont rescind the admissions offer due to the delayed documents. There were cases in CA a few years ago when universities cancelled hundreds of offers because of the delayed transcripts. First thing for you to do is to contact your college, explain the situation, and ask what the deadline to submit the transcript and can it possible be extended. Be brief, just matter of fact: Covid situation, returned books late, cant reach the counselor now, what is the latest I can submit the transcript? What happens if I cannot meet this deadline? (ALWAYS ask you college directly - people on Quora have no idea what your college will or wont do in different individual cases.) Now about the transcript - most school counselors are off in summer and most likely they dont check their work email account. It doesnt mean you cannot get your transcript to be sent to the college. School campuses are closed, but there should be somebody answering the phone and replying to messages. Call the school - any number really, whatever you can find on the school website, front desk, counselor office, registrar, principal office, assistant principal - and talk to whomever picks up the phone, introduce yourself as a recent graduate and ask them how you can reach somebody who can submit your transcript to the college, because you need to meet the deadline for documents. If your school is not responding, then call the district office. Call all the numbers you can find and ask them to direct you to a person who can help you. Schools and offices may be closed for visitors, but people are working - in-person inside the closed school, or on the phone/computer at home - so you need to find somebody who can submit your transcript.
