Each college and university makes it own policies, but many would want to get copies of the high school transcript for all incoming students. In theory, the CC should have also required the HS transcript, but this new university might not entirely trust the CC to have checked out the transcript thoroughly. Higher ed in the US can sometimes be rather bureaucratic.
