Is it mandatory to send a transcript from a university to ECA Canada?
Yes. It is mandatory. Before 1-Dec-2018, WES (Major Evaluation Agency) was accepting transcript sent by applicant. However, on or after 1-Dec-18 transcripts are supposed to be send directly from university. WES will not accept transcript sent by any other person. Hope it helps.
