What university officials can view a student's transcript without the?
I'm more familiar with hospital systems than university systems, but based on that experience I am going to take a stab and say that it's different at different universities. depending on what student information system they use and the authorities granted. However, as each of the positions you named have a reason to know the information in the transcript, I can't think why they wouldn't all have that access. In the student information system where my husband works (a private high school) a teacher can't access any student record not assigned to him. Even if a professor had access under that system, it still doesn't mean that you can access them under any circumstance or just because you want to. In the hospitals where I've worked, the patient information system can record if you look at a patient record and you could face discipline if you are not involved in that patient's care (for example, checking the medical record of a celebrity patient or a family member).
