Why can't the university or college give me the transcript even if I?
You should be able to just request an official transcript. If you have unpayed fees or some other reason they cant release it they should tell you why. If you just want to look at your transcript you might be able to go onto an account. My university has a site where we can look at our unofficial transcript and request to order our official transcript.
