Because they need to make sure that you have not lied on your application. They also need it to certify that you actually attended the school you mentioned you did. Your transcript is supposed to be the evidence for your attainment of a college degree that is officially endorsed by your university. Think of the driver's license like your SSN or drivers license that certifies you as a person and your address/identity, etc.
