Why does the University of Toronto request official transcripts after?
The simplest answer is to make sure that the transcripts are real and that the person is real. Unofficial transcripts dont cost the student applicant much but an official transcript usually does. So to save cost for the student applicant, Uof Toronto uses the unofficial transcript to sort through the various applicants. Once they found students of potential, they want to make sure the university is not being scammed.
