If the student has no academic record at the prior university, they should explain this to the current university. If that isnt sufficient, I would ask the prior university for a letter stating that the student never completed any academic program. If you need evidence that they participated in a non-credit-bearing program, hopefully either the program or the university should be able to attest to that fact.
