Are there any master's programs that do not require all universities?
I guess it depends on what you mean by 'transcript'. Admission to many Italian public universities (including some of the most respected ones, like Sapienza in Rome or the University of Pisa) do require that you prove that you have a Bachelor's degree (or "laurea", in Italian) in a relevant field and that you have taken the proper courses, but will not require to see your votes.
