With effect from December 1,2018 - Official transcript : from University directly to WES. And the degree photocopies by the applicant in an envelope separate from transcripts. You can read my answers to know how you can send transcripts if your University has no such provision of sending or it charges more than what a speed post actually costs or any other reasons.
