All of these answers are completely wrong, and they didnt even read the question properly. Applying for college transcripts: Just fill your college forms and follow their procedure to apply for transcripts. You dont need to pay and get a WES reference number to get your transcripts from your college. They are just a third party and not related to your college. When you get your college transcripts, you can know if your college sends those transcripts to any evaluation services(like WES) or not. If they dont, just take the college seals and either a principal or examination controller branch signs on your envelope covering all the opening ends. In my case, my college is garbage and didnt provide me either an envelope or an address delivery, it can be yours too. I had to buy envelopes from the stores and visit the college again to get their seals and signs on it. Procedure to send your transcripts to WES: I sent the sealed envelope that Ive received from my college by placing it inside another new envelope and then writing the WES reference number and a from address that mentions my college address. DO NOT mention your name or your address anywhere on that envelope, just a WES reference number and their address. WES accepted my transcripts btw. Good luck for your future to anyone reading this.
