How are transcripts expected in German universities for masters?
This is university dependent. If an university is specific about having transcripts in an envelope with a seal and sign on it then better get it that way. It was like that for me back then. Ask the Indian university to give it that way by explaining your situation and I am sure that they will do it. (Germans are very particular about the documents what they ask and need). Good luck!
