When I had to get my transcripts, I did the following and I suggest you may do the same- Write an application stating your purpose of the cause. Get in touch with a current student if possible, ask him to contact Registrar on your behalf. If the above two ain't possible, mail the college or contact the POC on LinkedIn or Facebook. Call the college directly but the Registrar during our time was really obnoxious which is why I followed the starting 2 routes.
