How do I transfer to the University of Pennsylvania from a community?
Complete an associates degree with a decent GPA, and then they wont care about the lack of a high school transcript. Many people enroll in community college without high school diplomas. Some earn GEDs while others just complete remedial courses (equivalent to high school courses) and then proceed on to college courses. Check with the community college counselors to determine if UofP has an articulation agreement with the community college. They can also advise which courses transfer to universities and which ones fulfill the general education requirements of UofP. The whole point of admission officers looking at high school transcripts and entrance exams (SAT, ACT, etc.) is to determine if a prospective student is able to successfully complete college level work. If you have already completed 2 years of college courses with a good GPA, you will have demonstrated your ability to do college work.
