As far as I know you will have to personally apply for the transcripts. maybe you can apply through an email and authorise someone to collect it on your behalf. The problem is that the College transcripts further need to be attested by the Dean of Student Affairs in Madras University as well. So whoever you would ask for assistance need to know about that too.
