The foreign university is going to ask you for an original transcript of 8 semesters and a degree before they let you begin your MS. If you think you will have cleared your backlog and will have a degree in hand by that time, then things should be fine. Otherwise, well, I am not too sure. But I think they will reject you in the latter case. However, do consult an expert.
