Yes, the transcript should come in a sealed envelope because in the past I've heard reports about people trying to change low or bad grades and it's called fraud and schools or employers will not accept it. The envelope is sealed and I heard that some schools will stamp it on the back and if it's opened other schools will not accept it. Be sure that it is sealed in a envelope from the school.
