Does WES always ask for verification of transcripts from an Indian?

Not always. But if they are doubtful that the documents may be fake or if they have reason to believe that the documents were not sent to them without following WES procedure, then in such cases they request for verification of transcripts from the universities that issued them to authenticate that the transcripts are the true documents. For example: After December 2018, for India, the documents have to be sent directly by the university. If for example, a student has completed her bachelors degree from Pune University, and the student receives all documents from the Pune University in sealed envelopes successfully. Then, if the student posts her sealed Pune University envelopes to WES from Delhi, in such a case WES will ask for verification, since WES rules were not followed, i.e., Pune University being located in Pune cannot send the sealed documents from Delhi. This would indicate that the documents were sent by some other person other than the Pune University, and that these could be fake documents. Therefore, the need for verification arises here. To avoid such situations, the student has to make sure that the Pune University envelope goes through the post office located in the Pune University campus and no where else. However, please note, even if you followed all WES procedure, your documents may be asked for verification. And WES does not really state reasons for its verification purpose. But as a student applying for documents to be evaluated, all you can do is, make sure that you have followed everything that WES expects. Rest all is luck.
