Is admission into any university in Canada possible for a Masters in?
It is my understanding as a former departmental chair that Canadian universities scrutinize the third and fourth year marks to calculate the cumulative percentage average for admission to a Masters program. However, that average must be at least 70% even for universities outside the top three (McGill, UBC, and U of T). Your American-style GPA does not look like a 70 average to me.
