My university in India will not send my transcript to abroad?
Just apply for transcript, and receive it from university, every university has their own registered post office, (such as pune university in india has post office inside campus), so just ask registrar or personal from transcript department that which is their registered post offiece. And most easiest and fast options would be go to any DHL courier service amd ask them to drop courier on mentioned address and ask them to post it from name of university and get bill on personal. In both ways it will reach to request address and both are legal options. I have tried it and it works.
