The best option you have if you're not residing in the city (worst case scenario if you're not residing in India as well) is to get your transcripts via N.V. Documentation.. The proprietor of the place is a very humble person with great connections. You can get your transcripts right where you want them (even directly to WES) without even visiting the university or the city once. My scenario was the requirement of transcripts from the University on urgent notice (in 10 days). He got them to me in 8 days (compared to the university's 25 working days policy). Can't say if you can find any option better than this.
